The Bible tells us the circumstances preceding the ten king installation is a large scale conflict between two factions -- characterized as the "king of the North" and the "king of the South" (Daniel 11). Although the world was configured on an East-West basis throughout the cold war era, in the early 1990's a series of political developments (including the fall of the Berlin wall) shifted the globe into a division between the "haves" (the North) and the "have nots" (the South).

The industrial-financial nations of the North have exploited the developing countries of the South, and the present religious war of Islam (the South) against Christendom (the North) is the result. This conflict will ultimately kill millions in the near future through the use of weapons of mass destruction.

Meanwhile, the UNSC is struggling to reform itself (an impossible task) from the financial debacles in which i has become embroiled (the Oil for Food scandal in which Kofi Annan funded the institution for years comes to mind). Annan, functioning as the "raiser of taxes" of Daniel 11, will be destroyed -- "neither in anger, nor in battle" (Daniel 11:20) and his successor ("in his estate" - vs 21) will signify the arrival of the 8th head of the present version of the Beast order.  

Revelation tells us when the ten kings "receive power as kings one hour with the beast" (Revelation 17:12) they have "one mind." This means the present fight over who gets the veto power in the new UNSC must be decided. As with the present 5 permanent members of the UN Security Council, any one member can veto an initiative -- meaning they must have "one mind" for anything to pass. Further this looming ten king UNSC "shall give their power and strength unto the beast" (Revelation 17:13).
